Major-General Khalil Ibrahim Al Mansouri, Director of General Department of Criminal Investigation, said that 3,146 beggars have been arrested in the past five years. Explaining new methods employed in begging, Major Ali Salem Al Shamsi, Director of Anti-begging Department, said while some men exploit beautiful women who knock on their doors, women also roam about in crowded places and target men to get large amounts. Some of them claim they are collecting money to donate to people in Arab countries that have witnessed unrest.
Major Shamsi said that the Dubai Police have completed all preparations to fight begging during the holy month of Ramadan, Shaaban and Eid when this practice witnesses a surge.
He said that every year the Dubai Police organise anti-begging campaigns in coordination with other government departments, including the DNRD and Ministry of Labour, to arrest beggars who exploit such occasions. He said beggars are not only seen in front of mosques or at markets, they now go to people’s houses. Unlike earlier days, beggars have started to dress well and move around amid people. He said that in the past five years, residents have been helping the police with information about beggars.
Major Shamsi said that the police have arrested a few “very beautiful” women who used to attend different events to seduce men with offers of “much more” and finally get away after taking huge sums from them. Such women roam around markets, gas stations and even go to homes. The police have deported many of them.
Major Shamsi pointed out that police officials, who monitored an Arab woman who begged in front a mosque, were shocked to see her later drive away in a Land Cruiser.
He said elderly people are also being exploited by others to make a quick buck. The police caught an elderly couple — a woman who had an amputated leg and her husband — on whom the police found Dh60,000 in cash.
In another case, the police found Dh70,000 on an Asian beggar, who said he did not keep the money in the room fearing that his roommate would steal. The police also rounded up several beggars who pretended to be sick.
The officials said human traffickers are transporting beggars from other emirates to distribute them in different areas. Major Shamsi said the police are also focusing on children who are exploited. He said rescued children are well taken care of by a dedicated department.
